In fiscal 2013, the FTA provided well over $10 billion in transit funding to state and local governments. The FTA monitors these expenditures with the assistance of its congressionally mandated Oversight Program (49 USC 5327) to assure their efficient, effective use. The financial benefit of this oversight to the nation is even greater because much of these funds are matched by additional state and other local sources. Since the FTA's PMO Program established in the mid-1980s, almost $100 billion of federal funds have been invested in transit infrastructure under the review of FTA PMO consultants. The program concentrates on grantees' technical capacity to develop projects and Project Management Plans (PMPs) as a reflection of that capacity. Since 1994, IEI has participated in the PMO program, first as a subcontractor, and, since 2004, as a prime. We have worked on dozens of PMO assignments, including oversight of one of the nation's largest transit capital programs (NJ Transit), a program that included engineering of a new $9 billion rail tunnel across the Hudson River. We are currently overseeing two $2.5 billion light rail projects in Maryland and are supporting several other PMO primes across the country.
