NJ Transit Capital Projects (FTA PMO)
IEI and its joint venture partner, Delon Hampton, provided engineering oversight for NJ Transit's rail capital program. This capital program is one of the nation's largest rail capital investment programs. IEI oversaw such projects as the Hudson-Bergen LRT, the Newark-Broad Street LRT, Meadowlands Maintenance Complex, locomotive and multi-level car procurements, and major station renovations at Trenton, Metropark, and Hoboken Terminal. The largest project in this portfolio was a planned new $9 billion rail tunnel under the Hudson River. Oversight included assessment of such factors as the grantee's ability to manage the work; the soundness of schedule and budget, including provision for inflation; and the suitability of project scope to accomplish project goals. Assessment of risk and risk mitigation programs were also a part of this work. In addition, IEI was responsible for assessing compliance with federal regulations relating to safety, security, and ADA, and for reviewing grantee submissions for the New Starts Process.
