It is often valuable for an agency's senior management to obtain an independent view of its organization. Similarly, funding agencies, financial institutions, and regulatory authorities also engage firms to assess how the agencies they work with are functioning. Such activities have been a major part of Interactive Elements' business since its founding in 1989. In fact, the firm's first contract was a $1 million FTA-sponsored safety and security investigation of New York's commuter railroads (the largest such investigation ever undertaken). Our work has included hundreds of FTA-mandated triennial compliance reviews since 1992. We have reviewed bus and rail transit systems across the country and trained grantees in federal regulations at Triennial Review Workshops. Many of our reviewers have held operating positions at transit agencies. As a result, in these assignments, we establish and work in an atmosphere of mutual respect and understanding.
