Organizational Assessment of MetroLink
As a member of a two-firm team (with Strategic Systems Corporation), Interactive Elements performed an Organizational Assessment of this California commuter rail system. The firm's responsibilities were a review of procurement practices, policies, and procedures, and marketing and business development programs. These were examined both with respect to their conformance with the agency's strategic plan and in comparison with best practices in the industry. The study identified areas where missions and objectives were unclear, where priorities were inconsistent with objectives, or good practices, and where inadequate mechanisms existed to monitor the effectiveness of programs. It clarified the role of MetroLink in its own competitive markets and made recommendations for intra-organizational changes that could improve performance. The study also commended the agency in areas where it showed strong performance or had overcome significant obstacles.
