Study of Project Labor Agreements
IEI was retained to study past Project Labor Agreements (PLAs) to determine their impact on labor costs and project schedule and to identify project characteristics that would recommend their use in federal construction contracting. A project Labor agreement is an agreement among a group of construction trades to normalized work rules so that a single, uniform set of rules applies across the project. This improves project execution, for example, by setting common holidays, so that a single craft on vacation will not close down all work. The study was undertaken in support of a new federal Executive Order on PLAs.
